1st lever: incubation
The Ministry of Youth, Culture, and Communication oversees several programs, beginning with the « Video Game Incubator » program, whose second edition, launched in 2026 in partnership with the French Embassy in Morocco, supports twelve Moroccan project leaders with tailored guidance and the backing of international experts.
To these are added initiatives such as the « Gamification Lab, » led by the ministry together with the Caisse de Dépôts et de Gestion (CDG) and CDG Invest, aimed at creating a national platform for producing gamification solutions to address public policy concerns and to support the emergence of local studios.
In parallel, other sector-specific programs — such as the incubation of 100 leisure gaming projects, carried out in partnership with the Moroccan Agency for Tourism Engineering (SMIT) — reflect a desire to scale up projects and to feed different segments of the market.
2nd lever: training
More than fifteen specialized programs have been accredited as of the 2025–2026 academic year… The goal: to train 10,000 talented professionals by 2030, including 6,000 graduates and 4,000 profiles from qualifying vocational training programs.
The certifying program « Video Game Creator, » in partnership with the French Embassy in Morocco, illustrates this skills-development strategy, offering programs designed by the French school ISART Digital, combining game design, programming, project management, and corporate internships.
Likewise, in partnership with the Ministry of Higher Education and the OFPPT, the Ministry of Youth, Culture, and Communication intends to align skills with market needs, with more than fifteen specialized programs accredited as of the 2025–2026 academic year in public and private university institutions. The goal: to train 10,000 talented professionals by 2030, including 6,000 graduates and 4,000 profiles from qualifying vocational training programs.
3rd lever: the fiscal and regulatory framework
With « l’Offre Maroc, » the Kingdom aims to attract investment in the gaming industry. VAT and customs duty exemptions, investment subsidies, corporate income tax exemptions….
With « l’Offre Maroc, » the Kingdom aims to attract investment in the gaming industry ecosystem. VAT and customs duty exemptions for 36 months on imported equipment, an investment subsidy of up to 30% of the amount committed, a corporate income tax exemption for five years, followed by public coverage of 56% of the tax rate for certain activities.
To these are added incentive mechanisms on employment — a bonus of up to 17% of annual gross salary — and on training — a public contribution of up to 3.5% of wage costs. The framework also provides for reduced income tax, capped at 20% in Rabat and Casablanca and 10% in other regions, in order to encourage the decentralization of projects.
4th lever: partnerships
The rapprochement with France — via the embassy and the Institut français — in the framework of the incubation and training programs is a concrete illustration of this.
To these are added partnerships with foreign companies such as Huawei, Level Link Partners, and Game X Company (GXC), but also universities such as ISART Digital and the UIR, ministries such as those of Investment, Industry, Higher Education, and Digital Transition, and public institutions such as AMDIE, the CDG, SMIT, the OFPPT, and Tamwilcom.
Finally, structuring events such as the Morocco Gaming Expo, held each year since 2024 in Rabat, make it possible to connect developers, investors, and publishers.
