Port of Tangier City: strategic redevelopment takes shape

Tangier port associates have just launched a strategic study to plan its transformation to 2030. WB Consulting has been commissioned to structure a coherent vision around five key areas, integrating governance, sustainability and attractiveness.

With the launch of a strategic study for the period 2026-2030, the ‘Société de gestion du port de Tanger Ville’ (SGPTV) is embarking on a new phase of transformation. According to information consulted by TelQuel, WB Consulting has been commissioned to carry out this mission, at a cost of around one million dirhams. The project is a continuation of the vast port redevelopment work begun over a decade ago, and aims to provide SGPTV with a consolidated strategic framework, articulated around the 2030 horizon.

According to sources consulted by TelQuel, the draft strategic plan is based first and foremost on an institutional, functional and economic diagnosis of SGPTV. This involves identifying the strengths, weaknesses, opportunities and constraints that characterize the company’s actions in its specific territorial environment. The diagnosis also aims to take stock of the institution’s internal performance, current governance and partnership relations.

The study will also assess the scope of recent transformations at the port of Tangier. Since the gradual reduction of its commercial activities in favor of tourist, cultural and recreational uses, the site has seen its positioning evolve in depth. The analysis will need to take this change into account and propose a forward-looking interpretation of its impact.

Finally, the diagnosis must take into account the exogenous factors influencing the trajectory of the SGPTV: land pressure, urbanization dynamics, user expectations, regulatory frameworks, as well as the orientations of public policies linked to the coast and tourism.

Operational implementation and targeted governance

Based on this diagnosis, WB Consulting will propose a strategic vision for 2030, broken down into structured action plans. These plans will have to detail priority objectives, mobilizable resources, implementation deadlines and performance indicators to ensure follow-up, according to our sources.

The operational component also includes budget planning, identification of partnerships to be activated or strengthened, and formalization of alternative scenarios according to economic, political or environmental contingencies. The study must also be accompanied by rigorous steering and reporting systems.

In parallel, the study includes a specific focus on project governance. This will need to be adapted to the realities of the area, ensuring effective coordination between the various stakeholders: local authorities, public institutions, investors and users. The aim is to ensure that all actions are coordinated around a common roadmap.

Communication, constraints and sustainability

The fifth axis of the study concerns SGPTV’s institutional communication. This involves defining a visibility strategy tailored to the port’s repositioning and the expectations of its audiences. The aim is to strengthen stakeholder support, while supporting the change in the structure’s image.

In addition, the firm will have to pay particular attention to the site’s specific constraints. These include the port’s geographical configuration, as well as Tangier’s urban density and related mobility issues. The redevelopment will have to take these factors into account without compromising the site’s accessibility or attractiveness.

Finally, the principles of sustainable development must be integrated into every aspect of the study. This includes taking into account environmental risks, enhancing the value of the natural heritage, and promoting low-carbon solutions. According to our sources, the port’s redevelopment is inconceivable without in-depth consideration of its long-term sustainability.
